Former Mayor C.K. Blitz hires Jules Folquet as muscle to intimidate Sam Louis Obispo for a piece of his black market wrestling scam. Sam isn't easily intimidated, however and he keeps his cool until he's suddenly rescued by a robot version of The Black Beaver. Meanwhile, C.G. Marakova brings in the real Black Beaver and discovers Mandy and Comptroller Vulgate, the Plexaucrat in charge of the annual budget, in a compromising position. Robot Black Beaver is revealed to be working for Comptroller Vulgate, and Jules and C.K. try to take over the QUSA studios by force. This issue also contains an 8 page backup story: Here Comes Mavis, by Grant, Staton and Barta.
