From the ashes of nuclear devastation wrought on the cities of Washington and Moscow thirty years ago, a planet wide protectorate was formed in Britain called The Agency. As The Agency, they enforce their own brand of defensive guardianship through espionage and counteraction, although not all of the Earth is united in this New World Order as individual countries, states and rival organizations threaten to undermine and destroy all The Agency stand for. Responsible for the destruction of the twin capital cities, the villainous Professor Daedalus has reappeared on the world stage. Suffering from a fatal tumor, Daedalus is offering his thirty years of scientific research for the benefit of mankind. In answer to Daedalus' message, Nigel Cord, former superspy and head of the Agency's spyschool, is dispatched to South America where he bids to erase the memory of his failed mission against Daedalus years earlier.
