From the ashes of nuclear devastation wrought on the cities of Washington and Moscow thirty years ago, a planet wide protectorate was formed in Britain called The Agency. The Agency enforce their own brand of defensive guardianship through espionage and counteraction, but not all of the Earth is united in this New World Order as individual countries, states and rival organizations threaten to undermine and destroy all The Agency stand for. As Lady Pippa and Douglas Chance arrive in New York to assist Haiku, things take a strange turn as the mystery killings continue. Meanwhile, having escaped Professor Daedalus clutches in South America, Nigel Cord is delivered to Commander Grol and the mysterious ringleaders of The C.A.B.A.L. at a secret underwater base. The C.A.B.A.L.'s aim is a simple one - to recruit Cord himself to lead the fight against the British imperialism of The Agency!
